House Bill 4224 (89th Regular Session), Section 181.105 Health and Safety Code

HB4224 went into effect on Sept. 1, 2025, and requires licensees to post on their website detailed instructions for a consumer to:

  • Contact the Council, as found on the Council's Contact Us webpage; and

  • File a consumer complaint with the Office of Attorney General’s Consumer Protection webpage.

  • Request the consumer’s health care records from the licensee:

    Submit a written request to the main California office listed in the header of this page identifying the records sought

    ✔️ Include who should receive the records (e.g., self or third party)

    ✔️ Provide your signature (or legally defined representative’s signature)

    ✔️ Expect a response within 15 business days

    ✔️ Be prepared to pay reasonable copying/retrieval fees

    ✔️ Understand that some parts of the record may be withheld if the provider reasonably believes release would cause harm
